Instead of bringing a dead character back to life with one hit point, as standardrevivifyscrolls do, thetrue resurrectionscroll brings them back instantly with full hit points and all of their class resources, such as spell slots, recharged.

A simple scroll ofrevivifywill do the trick just as well, as will paying a visit toWithers and paying him to bring Gale back. Either of these options achieves the same thing as using thetrue resurrectionscroll in this context, saving Gale’s life, as long as the party is not in any immediate danger.

If you do fail to get the scroll, you’re able to actually use any other Scroll of Revivify to bring Gale back to life. The only difference between the True Scroll of Resurrection and the Scroll of Revivify is that the former restores a person back to full health.

Gale won’t complain or even comment on this approach to bringing him back, as his dialogue is the same no matter how he is revived. He will express gratitude to the player for saving him (and the lives of everyone nearby in turn) and won’t be upset if thetrue resurrectionscroll is saved.
